I think this is from the 1980’s Black velvet elastic top with bow and black and white balloon skirt Back of dress has a mid back zipper and elasticized fabric from top to drop waist.The skirt is gathered at the drop waist line and poofs into a balloon style skirt which turns under at bottom and attaches inside to acetate underskirt. There is tulle inside the skirt and underskirt that gives the whole skirt lots of body. in very good used condition.
